2016 — Frank D’Onofrio

Heintzman Leadership Award

Frank D’Onofrio worked in a variety of fields and in senior leadership roles including policy development and front line operations for 34 years in the Ontario Public Service. He joined the Ontario Ministry of Transportation in 1980 and held increasingly senior roles including his tenure as Assistant Deputy Minister of Road User Safety. Frank joined ServiceOntario in 2006 and served in various Assistant Deputy Minister roles. He was responsible for operations, customer care and business development and was accountable for strategic partnerships, developing a customer centric culture and enterprise policy. In 2012, Frank was appointed as Deputy Minister and Chief Executive Officer of ServiceOntario, a position he held until his retirement at the end of 2014. Frank’s focus was on "making it easier" for customers to interact with government by understanding the needs of the customer, promoting cost efficiency and program integrity.

In addition to his work with Ontario, Frank D’Onofrio served as a member of the Public Sector Service Delivery Council (PSSDC) working closely with public service leaders from other provinces and municipalities across the country, the federal government and the private sector, building a broad and strong network along the way. Over his career, Frank’s superior and sustained leadership resulted in transformational change to the quality of public sector service delivery both within Ontario and across the country.

Frank’s current activities include a mentorship role as Distinguished Public Servant in Residence at Ryerson University’s Department of Politics and Public Administration in Toronto. He is also a Board Director at the newly created Condominium Authority of Ontario.
